PREAH VIHEAR, 2/16/2023 - The Angkor Centre for Conservation of Biodiversity (ACCB), in collaboration with the Wildlife Conservation Society (WCS) and the Provincial Department of Environment (PDoE) of Preah Vihear province, successfully released an Asian Woollyneck (Ciconia episcopus) and a Lesser Adjutant (Leptoptilos javanicus) in January 2023 in&amp;nbsp;a protected area.

The Asian Woollyneck, classified as near threatened on the IUCN Red List for Threatened Species, was rescued in November 2022 by PDoE and WCS after it was found very lethargic and underweight. Once at ACCB, the bird received appropriate care and treatment for parasites under experienced supervision. Meanwhile, the Lesser Adjutant stork, classified as vulnerable, was raised by its parents in captivity at ACCB.

The release of these birds into the wild is an important contribution to their conservation and protection.

To prepare the storks for their return to the wild, they were given live fish to catch and a naturalistic enclosure with a pond and branches to perch on. The enclosure was designed to prevent habituation to humans and to help develop and improve their hunting abilities.

​The successful release of the storks is a testament to the collaborative efforts of the ACCB, WCS, and the PDoE, as well as the support from local communities. We commend their commitment to conservation and the protection of these vulnerable species.

    <description>The White-shouldered Ibis is a relatively largely bird species, classified as Critically Endangered in the IUCN Red List. This species is native to small regions of Southeast Asia. Populations of the White-shouldered Ibis declined severely in the late 20th century. Today, the global population is estimated at just 1,000 individuals, of which 670 are mature. 

Cambodia, by far, forms this species&amp;rsquo; stronghold with the majority of the global population of individuals found here.&amp;nbsp; The Cambodian White-shouldered Ibis subpopulation resides in Siem Pang Wildlife Sanctuary, Kulen Promtep Wildlife Sanctuary, Lomphat Wildlife Sanctuary, the Eastern Plains Landscape, and along the Mekong River of Sambo Wildlife Sanctuary. However, these populations are threatened by habitat loss, the removal of the nest, and roosting trees through illegal logging, poisoning of water sources, and other human disturbance.

Cambodian Ibis conservation partners began to conduct annual censuses for the species in 2009 within four of these important locations. The first census count was just 310 birds. During the four years following this initial count, the number increased to a high of 973 individuals in 2013. Sadly, the populations declined notably during 2015 and 2016 with numbers dropping to less than 500 individuals.

In 2021, a partnership consisting of the Ministry of Environment, NatureLife/Birdlife in Cambodia, Wildlife Conservation Society (WCS), World Wide Fund for Nature (WWF), Angkor Centre for the Conservation of Biodiversity (ACCB), and Rising Phoenix conducted a simultaneous White-shouldered Ibis census across Cambodia. The consortium launched four monthly (July to October) censuses of this species over the wet season with the August count resulting in a high of 754 individuals. These are very encouraging results and indicate a gradual increase in numbers of this important and Critically Endangered species.

Specifically, the 2021 census identified Siem Pang Wildlife Sanctuary as an important site for the White-shouldered Ibis with a total of 373 individuals. Sambo wildlife sanctuary in Kratie is the second most important site with 252 individuals. Most other sanctuaries showed promising results and gradually increasing numbers of this species.

H.E. Net Pheaktra, Secretary of State and Spokesperson, Ministry of Environment said that &amp;ldquo;Since Cambodia becomes a country of peace, we have more opportunities and possibilities to perform natural resource and biodiversity conservation work more effectively. The conservation of natural resources has been improving and the increase in the number of white-shouldered ibis and some rare species is the result of our effort between the Ministry of Environment and our partnership organizations that have been actively, responsibly, and professionally contributing to protecting and conserving the remaining biodiversity for our future generation. On behalf of the Ministry of Environment, I would like to thank all partners in white-shouldered ibis protection and conservation and urge all our citizens to help and contribute to the conservation of these rare animals because they are highly valued for biodiversity and global conservation and they are valuable for ecotourism in attracting more tourists and making more income for communities, resulting in national economic grow&amp;rdquo;

&amp;ldquo;I welcome and congratulate the consortium for the result of the 2021 nationwide census, which represents a positive step of the collective efforts by the Ministry of Environment and all partners in the White-shouldered Ibis protection and in reversing the decline of this critically endangered large bird in the near future,&amp;rdquo; said Mr. Seng Teak, Country Director of WWF-Cambodia. &amp;ldquo;As a member of the consortium, WWF will continue to work closely together with all actors involved to support the national census and conservation efforts of the species, and continue to actively engage the local communities in the Mekong Flooded Forest landscape in safeguarding this rare bird species and its nests in their natural habitats,&amp;rdquo; he added.

Dr. Ken Sereyrotha, WCS Country Program Director said that &amp;ldquo;White-shouldered Ibis is an important and iconic species for the Northern Plains of Cambodia, generating important eco-tourism-based revenues for communities in Tmat Paeuy, Preah Vihear. WCS is looking forward to working more closely with the Ministry of Environment, local communities, and Cambodian Ibis Working Group to ensure that these globally important birds are part of Cambodian natural heritage for years to come.&amp;rdquo;

Mr. Bou Vorsak, CEO of NatureLife/BirdLife in Cambodia said that &amp;ldquo;Cambodia is the last hope for conserving the White-shouldered Ibis from extinction, the 2021 census indicates a promising future, however, this bird needs continued attention from all stakeholders. We request to establish the Cambodian Ibis Working Group to leverage more resources and knowledge to address its priority threats.&amp;rdquo;

Ms. Christel Griffioen, Country Director of ACCB said that &amp;ldquo;The Cambodian Ibis Working Group is a good example of implementing the One Plan approach to White-shouldered Ibis conservation. By uniting expert knowledge and perspectives from all stakeholders we can bridge the gap between wild and captive population management and improve conservation efforts for the species. Only together will we be able to save the species from extinction.&amp;rdquo;

    <title>Using mixed methods to understand sensitive wildlife poisoning behaviours in northern Cambodia</title>

    <description>Abstract  In northern Cambodia, threatened wildlife, livestock and people are being poisoned by pesticides deposited in seasonal waterholes. Addressing this critical conservation threat requires understanding the drivers of poisoning behaviours and the social contexts in which they occur. This study across 10 communities in two protected areas aimed to provide a first assessment of this phenomenon. We used the theory of planned behaviour to measure socio-psychological determinants of behaviour and deepened this understanding using informant interviews and focus group discussions. Informants reported that so-called termite poisons, including powerful carbamates, are deliberately deposited at waterholes to catch wildlife for consumption. This method is perceived to be low effort and high efficacy, and perceptions of the health risks vary. Predominant users are young men and children, but it is unclear whether the practice is related to food insecurity. Threatened wildlife species reported as affected include the giant ibis Pseudibis gigantea and vulture species. Overall, social norms are strongly negative towards poisoning; 75% of survey respondents perceived negative norms because of impacts on human and livestock health, environmental quality, and risks of legal sanctions. This has led to interventions by local authorities in half of the studied villages. We suggest that future interventions should raise the salience of negative norms by providing a non-conflictual mechanism for community members to participate in monitoring and sanctioning, such as a reporting hotline.     <title>White-winged duck released back to the wild in Kulen Promtep Wildlife Sanctuary, Northern Plains Landscape (Preah Vihear province)</title>

    <description>&amp;nbsp;Throughout their distribution white-winged duck populations have been undergoing a very rapid and continuing decline as a result of disturbance and loss of crucially important riverine habitats. Currently listed on the IUCN Red List as Globally Endangered, their small and very fragmented global population of around 1000 individuals is spread across India, Bhutan, Bangladesh, Myanmar, Indonesia, Laos, Thailand, Vietnam and Cambodia (around 100). White-winged duck rely on undisturbed riverine habitats, nesting high up above the forest floor in tree holes or crevasses of tall mature trees which are often targeted for the illegal timber trade. On 22nd June, WCS and Preah Vihear Department of Environment worked in partnership with the Angkor Centre for Conservation of Biodiversity (ACCB), wildlife rescue and rehabilitation center to release 1 male white-winged duck at a trapeang (natural waterhole) in the Tiel village area of Kulen Promtep Wildlife Sanctuary. The release was facilitated by the Tiel village Community Protected Area (CPA) committee. This white-winged duck was rescued from the same area on 2nd November 2017 after community members found it on the ground and at risk of attack by domestic dogs. Due to the quick action by the community members, WCS and DoE were able to notify ACCB who rapidly deployed their team to rescue the animal and take it to their rehabilitation center at Phnom Kulen National Park (Siem Reap province). The bird was ready for release after a 2-month rehabilitation period, but the release had to be postponed until the raining season was in full swing to ensure optimum food availability. The release demonstrates the important role that wildlife rescue can play in ensuring that animals taken illegally from the wild can be returned to their natural habitat. A minimum of 19 white-winged ducks are known to exist in both Kulen Promtep and Chhep Wildlife Sanctuaries, and the release of this male will support the long-term viability of this population in the future. WCS&amp;rsquo;s white-winged duck conservation activities in the Northern Plains Landscape are implemented in partnership with the Preah Vihear Department of Environment, Sansom Mlup Prey (SMP), and Sam Veasna Center (SVC) with funding from Agence Fran&amp;ccedil;aise de D&amp;eacute;veloppement (AFD), MacArthur Foundation, Margret A.     <description>A nest with seven eggs of the Globally Endangered White-winged Duck was recorded in Northern Plains of Cambodia for the first time in five years after three local men informed to conservationists of Ministry of Environment (MoE), Wildlife Conservation Society (WCS). The nest was located inside a Koki tree hollow about 12 meters from the ground in Kulen Promtep Wildlife Sanctuary (KPWS) near Sambo Village, Sr-yorng Commune, Kulen District, and Preah Vihear Province.White-winged Duck (Asarcornis scutulata) is listed on IUCN Red List as Globally Endangered, primarily because its global population is in decline due to habitat loss, disturbance along key stretches of riverine habitat and illegal poaching. The global population of this enigmatic duck species is estimated to be between 250 – 1,000 individuals, while little is currently known about the numbers present in Cambodia.</description>

    <description>Today the Angkor Centre for Conservation of Biodiversity (ACCB) in collaboration with the Ministry of Environment (MoE) and the Wildlife Conservation Society (WCS) released a threatened Lesser Adjutant back to the wild in Kulen Promtep Wildlife Sanctuary, Preah Vihear Province after this Adjutant had been rehabilitated at ACCB for more than a year.The Lesser Adjutant (Leptoptilos javanicus) is a large stork reaching 130cm in height with a wingspan exceeding two meters. Despite a global upper population estimate of 10,000 mature individuals, Lesser Adjutants are experiencing rapid population declines within their former range undergoing widespread contraction across Asia. As a result, it is listed as “Vulnerable” in IUCN’s Red List of Threatened Species.</description>
